[Milsurplus] Voice-Tone switch puzzle

Seeing Tom's C-30A photo prompted me to issue yet another pleas to see
if any one can ID this odd switch housing.
Has VOICE and TONE positions and is labeled RECEIVE. Ears on the rear
like it was strapped to something?
