[Milsurplus] "Mill" typewriter question

I think that large font was late in the capital typewriter use.  I have two that I have been trying to repair broken carriage return levers on and both have the TELETYPE size capital letters, smaller than that example but more in keeping with what you would expect if you are familiar with TTY print outs of 5 letter groups. 
I sure there were nuances that prevailed due to contracts and mistakes.
