[Milsurplus] "Mill" typewriter question

I have recently seen a couple of typewriters on eBay advertised as mills.
These units print different size capital letters in upper and lower case
(i.e. small caps for lower case).
Are these really mills? or just another font?

The actual Navy mills I have seen have the same size capital letters in
upper and lower case.
