The legend is Helena Rubinstein Cosmetics bid and won a contract, but upon granting of the contract they found that set up and manufacturing them was not cost effective. They then passed the contract back to Collins to fill a order of 100 units. If I recall to date no R390a's have been documented with a Helena Rubinstein tag.
