[Milsurplus] TCS CACS-29227 Relay Unit

I saw one of these "relay units" CACS-29227 Relay Unit.  It says "for use with model TCS series radio equip"
Do any of the TCS experts on the list know what function this was designed to provide in a TCS radio system?
