I would take a guess and say it has more to do with the mic transformer
ratio than mic current.
There is only so much current you can put thru a carbon mic before it
starts to sizzle and pack
solid.
I have been surprised in the past to see how minimal a carbon mic
modulation scheme can be.
I think the German field radio transmitter 5WS uses only two tubes, osc
and PA, with the PA
modulated directly by mic and transformer. I think the Japanese navy
aircraft radio 96-2 has
the same thing. Maybe those were designed primarily for telegraphy, with
voice as secondary,
and lower modulation percentage acceptable.
