The imbalance is almost certainly caused by the manner of winding,
unless a fault has developed. When a winding is wound on top of
another, more wire is used in the outer winding for the same number of
turns. Therefore it will have a higher resistance than the inner
winding. The problem doesn't occur with bifilar winding.
