I also find it surprising that the radios were not operational and warmed up
after takeoff.

I can see that the radios would not have all been turned on while on the
ground or for carrier deck operations because when the engine is below say
800 to 1200 rpm the generator is usually offline and the power comes from
the battery which wouldn't last long with a lot of the radio gear operating.
Unless they used a high idle I think un necessary electrical gear was turned
off.

As a TBF-1 I would bet that this is an early war incident that would have
been an liaison transmitter like the GP-7. I am under the impression that
the ATC/ART-13 were later in the war. I can see the RU/GF or in this case
the RU portion of the GP/RU gear would be turned on at all times as of
course it was needed for short range communication for carrier ops and plane
to plane and was lower in power consumption.
