I found some info on the PP-18/AR on a bizzare little-known website run by a radio gnome whom few people have ever seen or even believe is real:

Warning...it's 41 MBytes.

Check page 106.  It says that it's a vibrator supply for converting 12vdc to 24vdc for use with the AN/ARN-8.  1943 contract.  The R-8/ARN-8 is a 75 MHz marker beacon receiver.

I'll bet there were not too many PP-18 units made.
