[Milsurplus] PRC-138 problems

Thanks to all who replied!  Here is a status update:

Installed new Interface battery. No change.

Began to remove board to determine if any were drawing too much current. 
No change.

Then decided to change out front panel. That did it.

It will now go through initialization process. Ran it through full test 
routine and it passed.

Tried to tune into dummy load - failed to match,

Have not tried to transmit or check receive function yet.
