The answer is; maybe.  I have a PP-1104C/G power supply rated 11.5 to 
17.5 volts at 100 amps and 28 to 35 volts at 50 amps, 6% regulation at 
14 volts and 4% at 28 volts.  It has ferromagnetic feedback.  It starts 
and runs the 800-1 inverter for the TBW transmitter fine, (55 amps at 28 
volts key-down) but starting the ART-13 dynamotor results in chattering 
contactors and relays.  For battery charging or booster battery it would 
need a reverse current relay or blocking diode.
