[Milsurplus] [AWA] strange antenna? [2 Attachments]

Just buy it, HI. The guy on ebay says it is C band, and proportional to other components on there, that makes sense. Also, at C band that horn has pretty wide beam as it is relatively small.  It has a rotating joint, so, it is meant to rotate. 73 – Mike

Does anyone in the group know anything about this antenna?
I assume microwave or something very high frequency.
I've searched google and bing and found nothing on it.
The name plate says it's a "AS-3084/ARC-172".

There are a couple photos below.
