Looks like a ten to 25Kw or at least the ones I have dealt with. Surprisingly those stacked resistors work well to about 120 MHz, have couple in service as loads for commercial FM stations. Look at :

third and fourth picture are a forced air cooled 50 Kw, in the second picture is a 5Kw convection cooled load by the nitrogen bottles.

At a hamfest last weekend I saw a DA-484/URT air-cooled dummy load for Big Transmitters. It is a 5' tall rack with a big fan in the bottom and 24 ea.
300 ohm clip-in resistors at the top. The guy said it was 25kw, but I can't find any specs on it - does anyone know if the 25kw is correct? or ??
