Yes! The real purpose of circuit breakers and fuses is not to save
equipment, but to isolate the power system from your faulted equipment
rather than burn the house down. (equipment is expendable...) There is
"some" merit in putting 250 volt fuses in the HV circuit; It "may"
interrupt, and even if it doesn't, it will absorb most of the voltage drop
and perhaps save some components. I would also fuse the primary for the
aforementioned reasons.

Somebody already mentioned that fuses are to prevent destruction of your
home/shop or to prevent your death (or both at once). Their comment was
just not quite that clear and graphic! Compared to those rather
important details, replacement transformers are darned awful cheap! Put
a fuse in the primary and move on.
