I'm not an expert on law or business, but seems like I read somewhere that
only "ordinary" light bulbs are affected by the edict.  So things like
decorative bulbs and perhaps outdoor service bulbs are still being made.

I have an outdoor fixture where the bulb is installed base-up.  I put 
ordinary bulbs in there and found they filled with water.  I don't know
why; you'd think the bulb being airtight would also be watertight.
Maybe it got turned on when there was water in there, or water got into
the base when it was turned on, and that broke the glass and let the
water in.  Anyway I switched to bulbs marked for outdoor service and have
not had that trouble anymore.
