[Milsurplus] Data plate restoration dilemma

Good day all

I have a data plate where the lettering is .0005" - .001" at best raised above the base of the plate. I cannot get the paint thin enough on the base to where I try to scrape the paint off the lettering that I also scrape and damage the paint I want to remain on the plate base.

Has anyone faced this challenge and succeeded?  I've restored  other data plates and some radios with  raised lettering successfully but nothing like this with the lettering 'barely' raised and almost flush with the base.
