[Milsurplus] Antenna Gaskets?

Cars, no. But there are tube type tires on many other things. Lawn
tractors, mobility scooters, some industrial dollies.

The rubber sheet is probably better and easier. There is little point in
paying for the added value of making sheet into a tube, then cutting it
back to sheet.
