I don't have the article, but it isn't hard to figure.  Put a variable 
bias supply across the grid, cut off will be minus 250-300 volts, and 
current will increase as bias is reduced.  The 304-TL is rated 3000 
volts, 300 Watts, 900 ma maximum.  Also put RF chokes in the grid and 
plate leads perchance it wants to oscillate.

At the time 304-TL's sold for less that a dollar, so this was a 
reasonable application.  Today they are worth significant money, so it's 
not so clear-cut.
