Are tantalum capacitors used in the modem? There might be a shorted power
supply rail due to one. That can usually be isolated.
Is the fuse on the input or output of a supply? Can you isolate the supply from
the unit? For example, is the unit made of many plug-in boards which could be
removed?
For a fault like this there's a lot you can do without a manual.
