Dave,
Just a GUESS.
Background: The Canadian WS 19 HPA has two vibrators in its supply as
well. (They are a VERY aardvaark type, and I'd love to find a couple of
spares.)
As best I remember, they needed two because of the power level. A single
vibrator could not handle the voltage & current requirement.
So, they paralleled the supplies.
In your case, maybe the standard vibrator could not handle the required
power either?
Actually, I'm not aware of very many mil transmitters that use vibrators
at all. The only one I can think of is the WS 58 (600mW on a good day)
