[Milsurplus] Another ARC-5 Transmitter Question

Suppose you have a stock configuration ARC-5 transmitter rack with 2 or
more transmitters.

Am I correct that ALL the 1625s will have both Plate and Screen voltages
applied, but only the Tx selected for use will have the Cathodes of the
finals grounded. The other tubes will be pretty much fully cut-off because
of the 51k R-75 Cathode resistor.

Also, is the connection through C-62 in the T-22 essentially negative RF
FB around the final?
