[Milsurplus] One (or two) more R-45/ARR-7 questions

Another thing I noticed on my R-45 is that the S-meter is not as active as it should be. Loud local broadcast stations that should be 5/9 +10 only register about S6 on the meter. I noticed that there was a 73 Magazine article with various modifications for the R-45. Nearly all of them made me cringe as they were quite invasive but they mentioned that their unit showed a similarly insensitive S-meter and outlined a modification involving only a tube swap and a change of two resistors.

The modification is described as follows:

"Improvement of "S" Meter Circuit

It was found that the maximum deflection that could be had from the local 
broadcast signals was S-6 with the original circuitry. The following changes 
will improve the circuit. Refer to Fig. 3 for the revised circuit. 
1. Replace the 6SK7 tube V5 with a 6SD7 tube.
2. Change the 100 ohm resistor R22 tb 1000 ohms. 
3. Add a 1000 ohm resistor in parallel with the 330 ohm resistor at the 
cathode of V5."

Has anyone else noticed this with their R-45? Does this modification seem logically sound?
