That's all simply justification talk. The real motive of CEOs is to improve
financials, most especially successive quarterly results. That's their duty and
why the BOD has installed them. They play the tax breaks, labor markets,
enterprise zone, labor and environmental regulation, bribes and any other option
open to them to do that. If they're effective they remain CEO and keep their
oversized salary. If not they get replaced with someone who is. There are some
notable exceptions but most publicly traded major corporations operate this way.
