Mid seventies I joined the police reserve and hung around with a lot of fire and 
EMS personnel.  As more and more stories of crashes where the injuries were 
minor due to seat belts were talked about everyone pretty rapidly began to use 
them religiously.

There were also changes made to control heads of radio gear, but not until 
later.  Some of that stuff could do some damage to you in a wreck.
