The bunker at Greenbrier in Sulphur Springs, West Virginia that's now decommissioned is open for tours daily. That was supposed to house the congress and that would have been in eighteen dormitories to accommodate a little over one thousand people. No separate rooms or anything like that all thought they do have meeting rooms, a huge conference room that you can now rent for meetings or parties and being for politicians most important of all a television studio.
I have to wonder what the point is beyond lasting long enough to launch a massive retaliatory strike in having such complexes. At least under the doctrine of MAD, you are going thru great efforts to keep the leaders of a society alive but all other elements would be destroyed and what are you left with? Politicians, the most useless elements of society.
