John,
Trace the connection from Pin 7 over to the receiver and you will see
it runs through a 560 ohm resistor to the -1.5V filament line. The
receiver B- return current flowing through this resistor (added to the
-1.5v filament supply) provides the negative bias required by the
receiver audio and AVC circuits.
