[Milsurplus] BC-342 N Question

OK, I picked up a very nice BC-342 N at an auction last week and have since ordered a manual ( TM-11-850N ) but I just can’t wait! I can’t figure out the relationship between the vernier and the fast tuning!  I suppose I can just wait for the manual but maybe someone can explain it?  And what is the other scale at the bottom of the tuning dial window? It does seem to be multiples of the vernier but not related to the frequency readout...
