I've read the same thing in several books. If the Japanese had taken out Pearl Harbor's oil storage tanks and dry-dock facilities, the Navy would have had to operate out of San Diego. Likewise, if the Japanese had captured Midway Island in June 1942, the Navy would have had to operate out of San Diego because Pearl Harbor would have been within range of airstrikes from Midway. Given the distance between San Diego and Pearl Harbor, the loss of Pearl Harbor as a full-service base would have been a serious impediment to naval operations.
With respect to missing the oil storage tanks and repair facilities, it wasn't due to a lack of knowledge by the Japanese. When they attacked Cavite Naval Base in the Philippines several days after the Pearl Harbor attack, they obliterated the oil tanks and repair facilities. That finished Cavite as a base for the Asiatic Fleet.
