It takes far less time to build an oil tank than a battleship. They are 
just steel plates and welds or rivets and a few pipes and valves and 
pumps.

But filling those tanks would be daunting. Oil transport ships would be oh so vulnerable with no naval support nearby while they're at sea.. 
 
 and the supply lines would be long.
