They are indeed, but they are not intended to be hard stops - just to 
add another layer of resistance to the rubber in the shock unit when it 
reaches a certain point.

Not much to it, John.  The order is machine screw, 3/8" washer, 1" 
washer, shock unit, 1" washer, 3/8" washer, aircraft shelf or cross 
member, 3/8" washer, and finally the nut.  The 1" washers need to 
provide a bit of deflection to do their stopping job without suddenly 
putting a High-G stop to the mount, and that's the reason for spacing 
them with a 3/8" backup washer at both ends.  It provides sort of a two 
step piecewise linear deflection curve.
