[Milsurplus] I.D. required: L or R?

I have a tubular component 32" long by 1-3/4 o.d. on an epoxy form but 
the actual windings are on a grooved ceramic base(also tubular). The 
component is marked  R 60
  and C.M.C. 178-675. It is tapped every ten turns and the winding is 
tapered i.e. closely spaced at one end and gradually spaced winding at 
the other end. I presume C.M.C is Can. Marconi Company and suspect it 
could be a voltage dropping resistor of some kind or a tapped inductor. 
Can provide a picture if required.
Any guesses?
