Right! Random civilians can only download stuff with a distribution code of "A". If the code is anything other than "A", then an appropriate account is required. Sometimes the classifications don't make sense, such as the operator's manual for an obsolete truck being restricted but the service manuals for the same truck being unrestricted. "shrug"
