It's maddening all right. I have recently experienced it myself with
UPS. But unfortunately it does make sense. There is enough material
to load trucks and rail on a regular basis for the cross-country
routes. When the routes get short that's not the case. The carrier
prefers to wait until a truck can be filled to deliver most
efficiently to a given area. If you don't pay for priority, that's
what happens. Most of the variability in shipping time is the last
set of miles.
