[Milsurplus] BC-221 Maqintenance

Did the military issue Maintenance Bulletins for things like the BC-221 ?

I ask because it appears that the same capacitors (B+ bypasses) have been
replaced in several units. It seems improbable that the same cap failed in
a number of units, and was replaced in the same way. The capacitors now in
the units, yellow jackets mostly, were not available until after WW II, I
think.
