[Milsurplus] Homebrew ART-13 mounts

As most of us know, these mounts don't grow on trees (anymore).  To help 
an old friend who had been looking for quite a while without success, I 
decided to see what I could do to make a mount for him that would look 
halfway decent, even if it wasn't a perfect reproduction of the 
original.  The intent is to encourage others to realize that this is not 
rocket science, and some relatively standard shop tools can be the basis 
of a good looking mount.  The rundown is at
