It's some of those crazy Soviet designations.

OK. Someone already said once that a 6C4 is a 7-pin miniature (which is
true) and that a 6S4 is 9-pin (I don't happen to know the tube and didn't
check but it probably is). But even without looking up the tubes in a tube
manual, neither one could possibly be an octal triode unless it had a directly
heated cathode. Which AFAIK were not built with 6.3 volt heaters.

The nomenclature assignment standard for octal tubes is, by character, as
follows:

1st or 1st and 2nd One or two digits indicating heater voltage

Next or next two Letter(s) assigned more or less sequentially from A to
ZZ except first letter of "S" is special case, And the letter or two
letters is/are unique. I.e, 6C4 and 6C5 wasn't allowed.

Next Single digit indicating the number of
independent active elements in the tube. Heater counted as two. Heater with
directly heated cathode also counted as two.

Next one to four Suffix indicating verious things I won't try to
delineate.

So a 6C4 as an octal tube would be as follows:

6 6.3 volt heater
C Third one assigned
4 4 elements, 2 for heater, 1 for 1st anode, 1 for 2nd anode.
or
4 4 elements, 2 for heater and directly heated cathode, 1 for grid , 1
for anode.

However, the only 6Cx octal is the 6C5 triode.
