[Milsurplus] SCR-299 People: Whatzit?

I think this is part of the mounting setup for a ground mobile set 
consisting of a BC-312 and a BC-191.  Most pictures I have seen shows 
them in the back of a  large all-wheel drive vehicle, a sort of WWII  
sport utility.  I also think the radio set was designed to be removable 
from the vehicle and set up in a command center. Most of my knowledge of 
WWII radio gear is portable and aircraft, maybe someone else on this 
list can offer more comment.
