What vessels would those be?
Not ocean going vessels, I would guess.

That was probably true in the 1960's.  Certainly, in '67 and '68, our two were never used for anything but Harbor Common and Tug Control.  But it definitely was not true in the 40's when many smaller vessels had no HF radio other than a TCS.
