Took me more time than I care to admit to finally figure out and fix that TV7!
When it happened we were servicing some very old (tube) industrial equipment for a customer who soon after went out of business.
Got along without until I "retired" (ROF LOL) and started back into HR and restoring my beloved old radios.
Then it was a necessity and one of my first official hobby must fixes.
Bent pointer? I once straightened a zero center meter movement by reversing the polarity and carefully overloading it again.

I think this may be along the correct lines. I measured the voltage across the 25k series
resistor and did some calculations. The meter position at 0.7mA - which should be half
scale - isn't correct.
I also note that the meter isn't on zero when the power is off, and the meter pointer is
bent somewhat to the left.
I will continue to work the other problem. I don't see any 47 ohm stopper resistors - perhaps
these were a field modification?
