[Milsurplus] Fixing up an I-177B tube tester

Paul, Robert,

I think this may be along the correct lines. I measured the voltage across
the 25k series
resistor and did some calculations. The meter position at 0.7mA - which
should be half
scale - isn't correct.

I also note that the meter isn't on zero when the power is off, and the
meter pointer is
bent somewhat to the left.

I will continue to work the other problem. I don't see any 47 ohm stopper
resistors - perhaps
these were a field modification?
