As it is a Depot overhaul I would have thought it would have been repainted gray. As I thought that was the mandate after the war on radio gear being used by the Navy. Or is that my misunderstanding.

It's more than likely a Depot overhaul.  Note that the NL Kit has been 
installed.  

I'll add that if I needed any more TCS receivers, I wouldn't pay much over 
$50 for one in an unopened crate.  I have opened too many crates or sealed 
boxes only to find the contents in very poor condition.
