On the other hand, I do find some of the USPS employees do know
what they are discussing.

I was working at one location where there was no local mail delivery.
All mail was delivered to USPS postal boxes and there was a cottage
industry of private mail box operations because, well, there was more
demand for boxes than the USPS had available boxes.

Until that day, I'd never had any experience with forwarding of mail
delivered to private mail box operations and I had a stack of mail for
former employees which I wanted to forward.  So I took it to the USPS
facility for forwarding and they wanted to charge postage for that
forwarding service.  Why, I inquired and out came the paper copy
of the then current Domestic Mail Manual and sure enough, mail addressed
to a commercial mail receiving agency (private mail box operations) must
have new postage applied for forwarding.

Sure, are there some USPS window clerks who have no idea what is
going on?  No doubt.

About two months ago, I ordered a book and some newsletters from
a railroad historical society, and when the rep from the society tried to
mail the package, he said both the window clerk and the postmaster
at this smaller town in Georgia had no idea how to send a package to
my address at DPO AE 09880.

He finally was able to mail the package at a USPS outlet in Tennessee,
but those folks said it could not be sent with delivery confirmation.

After looking over the information and Bob's comments on thickness
for delivery confirmation, I think I understand the problem.  I was led to
believe the issue was that our address could not accept delivery 
confirmation,
and I knew that was wrong, as I've received packages which show up in
the USPS tracking system, as delivered at 09880.
