[Milsurplus] Media Mail again!

Perhaps then the solution is to eliminate the Media Mail rate option and all
mailings are either at the First Class, Priority Mail or Parcel Post rates
and the contents have nothing to do with the rate structure, only the
weight, distance and expected delivery service times.
