It could have been lead and lead does oxidize black. I have a hallicrafters
TV and opened the rectifier shield a few months ago, it too is covered in
black dust, but in this case, it is dust that migrated in due to static and
cooked. There is also evidence of tracking in the dust. You will find that
black dust around the rectifiers and flybacks on most old TVs.

picture tube HV rectifier. I assumed it was lead. But all over the inside of
it were dark colored whiskers - none on the outside. I assumed at the time
that something radiating from the rectifier was responsible for the crystal
growth.
