[Milsurplus] Looking for info; Tensiometer

Greetings;

I was "up North" (sorta) at the Mena Hamfest and found a what appears to 
be a milsurplus guy wire tensiometer priced within  reason. With three 
towers and 4th to go up it would be a very handy device to have operational.

It appears this was part of a portable tower or mast kit. It is "Y" 
shaped with the "plunger" in the top, center.

Does anyone have info on this "thing" and, if so, can I get either a 
link or a copy of the information?

Numbers appearing on the device are as follows:
Painted (rubber stamped, stenciled?) are:  80063 ASSY and below that 
A315 6923-002
One arm of the casting has the following: 12804 FL  2919.94
2 Scales, "SG" and "G"

I've done "due diligence" on the web with no results.
