Sounds a bit conspiratorial. I doubt it was anything as well
thought-out as Collier's insinuates, government doesn't work that
smoothly. More likely just another case of the left hand not knowing
what the right hand is doing. Airlines give similar excuses for not
using cell phones or other radios when the plane is in the air, yet
ample evidence shows it not to be an issue.
