China is capable of meticulous quality. It is frequently the corporate
interest in saving money which limits quality. In China, quality is
simply another product attribute which has a cost, much more so than in
other countries, as workers do exactly as they are told. Someone at
that manufacturer decided on a specific level of quality and that is
what you got.
As for their military, while I have no direct knowledge of the quality
they look for in their equipment, I would expect that the common foot
soldier would get equipment just good enough to be functional while the
high end jets and so forth would have fairly tight standards leading to
excellent reliability, but that's just a guess. In any case I wouldn't
underestimate them, they are certainly a power to be reckoned with.
