[Milsurplus] MX-2012/U sub-miniature tube test adapter

Perhaps someone told him it was for testing tubes, but not that it was an 
adaptor and required a regular tube tester to use.  And he assumed it was 
missing something.  It's made to plug into a TV-3(*)/U.  The empty boxes are 
where you plug in the modules to test the tubes in them.
