He lives in the country. Unfortunately it is the People's Republic of California. Look up Prunedale on a map of CA. Go south a couple of miles. Rural enough?

You haven't read the horror stories about working on a neighbor's equipment, or even having a competent electrician do so. From then on, YOU are responsible for any glitch, major or minor. Even if the manufacturer does such work, it is because of YOU and the same applies. Human nature.

The FCC will only act if they can grab some money
or if a field agent can make political/career points
by taking this guy's scalp.
It's unlikely he's rich or the FCC would have already
raided him. Messing with a "save the planet" installation
would be career-damaging while working for the
"green wienies" currently in charge of the DC Mafia.
So he's just sc**wed. Tell him to move to the country.
I never understood anyone who was serious about ham radio
buying a house in the 'burbs to start with.
I know about that mistake from experiance ;-)
