[Milsurplus] WW2 Navy Communication Procedure Signals booklet

It looks like a lot changed between this publication and the 1940 FM
24-10 "Joint Army and Navy Radio Procedure" - I'll be posting that one
later after I get it scanned.

This Navy document does not have any ZB_ signals. You may notice that
ZCQ became ZBJ, etc. later.
